Bargaining framework

Some draft points to start the discussion in the local when it comes to bargaining during COVID-19 social distancing.

Background

  • Some unions have given authority for activities of the union to continue using digital tools.

  • There are discussions about using a live shared document for edits. This is advised against.

  • There should be two versions of the draft CA: employer and union. The final should be examined in relation to these documents and what was signed-off. Just as you would in a paper version.

  • It is recommended that tracking the passes happen in a ledger (digital if possible).

  • The versions should be a PDF, but you should include the word/editable file with the PDF for ease of edits.

  • Email is likely best solution to passing these documents back and forth.

  • Using video conferencing, you can choose a minute taker who will share their screen to view language you are discussing. Avoid edits in real time the same way as you would with in-person bargaining.

Proposal Management

  • Full Bargaining Committee with employer: video conference software. One room/conference address to be re-used for bargaining of full committee.

  • Jitsi Meet https://meet.jit.si allows for meetings to be set-up instantly with low tech ability. Break-out rooms can have passwords if needed. Low bandwidth users can set themselves to audio only.

  • Side-bars: End full bargaining committee video, start pre-arranged side bar video conference. When finished, email committee to come back to the full bargaining committee room.

  • Passing of documents, editing of proposals, and sign-off. Each side will maintain their own version of passes in an editable text format and accompanying PDF.

  • Pass management will be managed by digital bargaining tracking tool.

  • Document editing can be done on one computer using any editor and screen shared with the bargaining team after edits occur.

  • It is not recommended to open group-edited documents.

  • Sign-off process should be agreed to before bargaining starts. Can use the database sign-off, or digital sign-off process agreed-to so long as it can be tracked.

Report Back

Reporting-back on bargaining will be done after each day of bargaining.

The report will take place over video chat and include:

  • overview of current stage of bargaining
  • proposals signed-off
  • proposals outstanding
  • discussion points of the day
  • debate on the outcome of the bargaining session.

Tools

A variety of tools can be utilized to perform the various functions required to continue bargaining. The following is a suggested short list:

  • Jitsi Meet: a free, open source, and secure video conferencing program. No account is needed and works in any Chrome-based browser. Has screen sharing, phone-in numbers, and conference chat.

  • Zoom: proprietary meeting program with virtual conference rooms, phone, and instant messaging functions.

  • Google hangouts/meetings: Video conferencing.

  • Helios Voting: a free, anonymous, and secure online voting platform that offers a confidential voting service.

  • Microsoft Enterprise products: this provides access for multiple parties to join and has a low bar for implementation, as it can also work with phone calls. The platform also can post and share documents, as well as conducted questions. However, requires the use of an enterprise account with access only within the enterprise.

  • Telephone townhalls: the local can hold townhalls to keep members appraised of any developments at the table or to strategically mobilize them.
